What is the common use that the vouchers have giving people a reason to accept them as payment? Do you code in some demurrage?

The people accepting them as payment are usually the voucher issuers themselves.

Like StarBucks accepts their own Gift Cards as payment (they redeem them).

In this case you are like a business pre-selling (cash or in kind) some goods or services in the future. You give someone a Voucher as proof of their payment - they can now use it later with you or give it to someone else, or add it to a pool. Production financing is another term for this.

I wonder if I could make tally sticks and then give them to businesses to use as vouchers to pay people that improve their business

You can make voucher for free on sarafu.network (beta) with paper or digital wallets that can hold many vouchers.

We've done physical vouchers in the past - but very expensive.
