every voucher (you might call them currencies but that would be too general) would have it's own demurrage (holding tax) each individual and organization issues their own and the state can issue them as well - go look at the rack of gift cards at a Best Buys or Office Max store. Now imagine a digital version of that curation of vouchers in an exchange.
